I think this is just the European edition of "need to keep the military industrial complex running".
Poland already made the news in 2022, I believe, by ordering so much hardware from Korea, as if they were going to war themselves, on their own. (Perun made an excellent, as always, PowerPoint deck on this.)
Also, betting on people not being stupid sets you up for disappointment.
I am also certain that there are elements in many countries that wouldn't mind a slightly hotter kerfuffle with Russia just to crack down on some more civil liberties.

Should always be considered. I feel the same about the non-sense US border wall. I recall Ron Paul stopping people in their tracks by asking "what if this border wall is someday used to keep people from leaving the US?"
Make no mistake, whatever the reason the state claims the reason is different or may be used for the opposite in the future. War is the health of the state.
