where does the 3 min limit come from? does it make a difference if it is increased?

Lnproxy is better used on the recipient side to protect privacy. Sending side is not as useful, there's pretty good privacy on lightning when sending anyways (depends on which mobile wallet or if you're using a custodian anyways).
