It has been my experience also. Saturday night / Sunday morning for most in Western time zones.
By Sunday evening, typically the ship has sailed ⛵️
Doesn’t mean waiting a week won’t be cheaper however.
Depends if price if pumping or dumping. I'd say generally yes for now.
