You need to refresh the whole page, it also doesn't show up for me (or disappears) when I enable (or disable) NSFW mode. I need to refresh the page.

Yes, cache is not updated with NSFW territories if NSFW setting is enabled. Need to reload whole page to fetch the territory list again currently.

Edit: that territory is flagged as NSFW. You must enable NSFW mode in your settings to see it show up in the select
