Not dictatorship... oligarch?

Oligarchy is a form of government where power is held by a small group of people. These people may be distinguished by royalty, wealth, education, corporate, religious or military control. It is often characterized by tyrannical rule and the implementation of policies that mainly benefit the ruling group, sometimes at the expense of the general population.
