I get that. I think he is just trying to go after exchanges because it is not feasible to sue 20,000 projects. It's a shotgun approach.
In reality what probably should be done is congress should update securities laws so there is clarity on what the rules are. Who has to register and who doesn't?
You are 110% right and what is all the more infuriating. As someone who works for Congress, we have these bills with bipartisan support, they even passed out of Committee and are awaiting a vote on the House Floor but the leadership is so screwed up that we can't even get basic bipartisan things voted on. It drives me insane and also just really does a number on your mental health that stuff I have worked on for a year and a half is likely not even going to get voted on even though it was unanimously approved in Committee.

I recommend 5 years and do something outside of DC

Actually, that is my plan! I want to go back home to Texas at the end of the day. The only reason I am staying in DC right now is that I have fantastic coworkers which helps lessen the headache. I might leave sooner, I did a year of interning and now have done a little over two years of Committee work. In the job market Committee jobs are held to a higher regard and they help connect you a heck of a lot better so offramping out of Congress and out of DC is easier.
