Indeed. The institution of the state is the bigger one. I like the analogy of the one ring from The Lord of the Rings.

I mean, this product is pretty on the nose. In many American's minds whether they will admit it or not, the Constitution is pretty much up there with the Bible. These documents are beautifully written and have many great ideals in them but they are not sacred. They are not holy. On top of that, they are failures. They have not stopped the state in its quest for power over the individual. They have no authority and no power to stop the state. We need only look at history to see this.
