My best guess is there are groups within the US that have exotic technology in their possession and have been trying to figure out how it works since they discovered, found, or were gifted said tech.
I also think there's at least one of these "unknown unknowns" that have been able to utilize this exotic tech and aren't sharing with the class, so to speak.

I tend to agree and Im still unsure if it was discovered, found, or gifted. Discovered and found are kinda similar. Both are plausible outside of alien or supernatural intervention. And I’m skeptical about Alien intervention.

I guess what I'm thinking is:
Discovered - humans figured it out themselves, i.e. Manhattan Project v2
Found/taken - humans found an object (buried, crashed, or brought down) and are reengineering it
Gifted - humans given the tech by NHI
