They still have to deal with immigrants, they are just more korean and chinese.
I believe most of them can get visas, but not stay too long.
Someone that is Japanese might know better.

I mean immigrants who want to reside permanently not tourists or temporary stays

On the other hand Japan doesn’t have to deal with immigrants and refugees like USA and Germany
