Yes, the powers that be will try their hardest to prevent their desperate citizens from accumulating superior currencies. Prevention of capital flight is brutal, and possible in the Fiat world. But they can't stop people from buying P2P Bitcoin over Lightning, which is undoubtedly going to be more convenient to accumulate than US Dollars.
