It's EU stats. Otherwise Belarus and Ukraine should have been included too, for example. And Turkey has parts in geographical Europe, same as Russia.

Iceland, Norway, Switzerland, Turkey, North Macedonia, Albania and Serbia are not in the EU, and yet the stats cover them.
