I'm Brazilian and sorry to inform that I'm extremely skeptical regarding this.

1. Corruption is huge in Brazil. If gov isn't having direct benefits they won't make any change.
2. Energy in Brazil is really expensive ~0.19usd per kwh so mining here isn't very profitable
3. Yes we do have a lot of sun and solar should be a good investment but import tariffs are also extremely high (at least 50% of price!)...
