There have been talks about formalizing this on a Federal level but honestly it doesn't matter what the US does when these companies go to Mexico, Brazil, rain forest places in general and get scammed there.

Couldnt agree more. There isnt any sort of structure and companies are learning after the fact that some of the stuff they spent million on to "offset" either do not exist or were sold to a dozen companies so it was just fraud
