I did a little more looking and managed to find this:

1Password did an AMA on Reddit 7 months ago where they indicated that they are working with the FIDO alliance to come up with a standard for importing/exporting passkeys.

As far as I know there isn’t an industry spec for importing/exporting passkeys yet.
