Well-functioning economies that bring human flourishing cannot. But with enough coercion and modern technology I'm sure you could create a self-perpetuating economy that just mulches people and human misery to keep going. And history tells us it is easy to centrally plan people's behavior with enough violence rather than trying in to reign in complexity of economy.
Arguments like this remind me of the political / economic arguments of "unintended consequences", which always miss the point of human nature and the existence of evil and stupidity.
