If it was spam --- one idea could be to do "task queues" on SN. If any user reports spam (report for e.g. 100 sats, get 80 back if correct), it could go to a task queue that users with high trust score could work on and be rewarded sats for their work.

Agree but it's also a slippery slope. We had some cool little/unknown Lightning projects here that were definitively worth keeping. Or this AllArk account were we don't know if it's a legit small Lightning-Giftcard store or just a scam?
Imo there needs to be an algorithm (maybe based on trust) that determines the cost to post dynamically. Maybe even AI spam detection. But all of this would be a lot a lot of coding work which I don't want to demand from k00b.
