According to an article in The Atlantic, Washington is turning away from its previous commitment to “free trade.” However, there never was a “free trade consensus” because Washington always has sought state-managed trade.
A prominent explanation for why trade is not free is politicians' desire to protect some of their constituents at the expense of others.
So, by just calling it 'free', it doesn't become free. Free has to be like 'no intervention at all'.

Exactly. It's managed trade and that management is for the benefit of political cronies.
