i'm not sure if i understand your question correctly. do you mean that they are creating the debt to cover up the economic decline? then i would say no! these are people who are convinced that centralized control is needed to develop a society. They are socialists, not libertarian humanists.

You're right they do a lot of things covertly and all are revealed just when they do them. 

I don't understand why they are converting? Is it helping them slow down their doom?
