So, my friend living in Sydney just said that preschools there also reject children (3-5 year olds) if they are not toilet trained. This toilet training thingy could be more widespread than I have expected!
Teachers are different in the USA. You might be able to put the kids in a daycare system without being toilet trained. Just not in a public or private school. At least from my perceptive, I thought the taiwanese parents were lazy. They enjoy keeping their kids childish. They also dont seem to spend enough time with them and foist them off on the grandparents.
