Teachers are different in the USA. 
You might be able to put the kids in a daycare system without being toilet trained. 
Just not in a public or private school. 
At least from my perceptive, I thought the taiwanese parents were lazy. 
They enjoy keeping their kids childish. 
They also dont seem to spend enough time with them and foist them off on the grandparents.

So, my friend living in Sydney just said that preschools there also reject children (3-5 year olds) if they are not toilet trained. This toilet training thingy could be more widespread than I have expected!
