It's not a visceral hatred, like people have for Hillary Clinton or Trump. It's more just that people do not respond to her favorably at all. She polls terribly across pretty much all demographics.

That's true, but I don't think he has enough agency to be the driving force. I think it's more likely that his corrupt family is keeping him in place, because their gravy train is over as soon as he's out of office.
