On a related noted, the United Nations signed a treaty during the 1970's in light of the US Air Force's deployment of Operation Popeye in the Vietnam war https://treaties.un.org/doc/Publication/MTDSG/Volume%20II/Chapter%20XXVI/XXVI-1.en.pdf
This treaty is only effective with regard to use against foreign countries, mind you..
There are numerous states in the US that have their own departments dedicated to weather modification - one example can be found here https://www.tdlr.texas.gov/weather/
