Yes, the situation is quite complicated from what I can tell even if there doesn't appear to any kind of active resistance movement. I was there in 2006 and then in 2016. The government definitely built up Lhasa in a major way over the time...but likely as a pretense to bring in many more Han Chinese as much as anything else...
