Someone dusted the EthDev address last week with Tornado Cash-tainted ETH, which means Vitalik and company legally cannot sell that part of their ETH premine: https://archive.ph/lOJfg

If anyone wants to really fuck over Ethereum, send tiny amounts of Tornado Cash-tainted ETH to the ~8000 accounts who bought during the premine sale. That would make somewhere around 60% of all the ETH un-sellable on centralized exchanges.
