Yes, this is a violation. The prisoner has his own treatment, which must be appropriate and guarantee his means of living inside the prison.

I'm certainly no expert, but I remember watching the first season of *Orange is the New Black*. If I had to guess from what I remember, women are more likely to form alliances based on consensual sexual favors[^1] that look more dispersed or decentralized than gangs.

From your second link. Anyone know if this is true? Why wouldn't women form gangs when men so readily do? What explains the difference?
