the truth is On the 4th of July, there is a higher prevalence of amateur or consumer fireworks being used. These are often purchased by individuals for personal celebrations, and they may not have the same level of safety features or handling instructions as professional fireworks used in larger New Year's displays

Banning fireworks in Europe for new years is already a heated discussion. It would come simultaneously with the cities doing expensive state sponsored fireworks instead. Although tbf, it has not happened yet.
