what is the story with these new pools, anyone know?

Could these be Pools in Africa or a region that many aren't as familiar? I saw those huge Kenyan mining operations, and figured they mine as well create their own pool with the amount of hashpower they are generating.

The first one isn't a pool, the second one is just a Bitmain proxy popping offline and online all the time
