Time is a human construct but the earth spins, and orbits around the sun. Day turns to night, night turns to day. The solar system orbits around a supermassive black hole at the centre of the milky way. Our galaxy dances with a local group of other galaxies as the universe expands.

So time is measuring something that is measurably occurring unless our physics deceive us.
