Being a cynic, this is just cheap advertising for Sam....

His implication is: Our product is so amazing its going to result in 40% unemployment, because we are just that good....so you guys better figure out what to do with all the unemployed.

His govt counter-parts are glad to play into the farce since it helps their departmental budgets.
