tl;dr: bad chips and getting behind on the AI race
Intel's 13th and 14th gen processors have fundamental flaws and they didn't know how to fix it. Apparently the issue was at code level, not hardware. An update has been released but the problem dates from at least back on February of this year, a good 6 months of bad PR.
Also NVIDIA and AMD showed earlier than Intel on their AI-targeted hardware.

It seems Intel's AI-targeted hardware has potential, but being 3rd to market is not good for business, specially when your brand is built on being cutting-edge
They are probably in scramble mode
