That is not a conclusion you can draw from those data. Prosecution and incarceration rates differ wildly by state, as do the types of offenses you might be incarcerated for.

Personally i think the idea that women from communist states are inherently "less dangerous" is an oversimplification and not supported by evidence. Danger or threat is a complex concept that cannot be accurately measured by someone's political system or country of origin.
