This sound really promising, however I'm not sure if this still Lightning? Ark? or just generically another eltwo (L2)?

So the covenant less design just requires all users to be online for any state changes is all.
Don't mind me just adding some context behind why we have Ark without covenants lol.

Are you saying that covenants need to be implemented in Bitcoin Core to guarantee VTXO and Ark success?

I am just saying that all Ark users have to be online to use Ark without covenants and that with covenants, end users could be offline most of the time.
Doesn't mean it won't be successful without it, just that I think it would be a lot nicer with it.

Doesn't somehow the same issue happens with Lightning too? At least for non-custodial mobile wallets and I assume for LN nodes too, if not the receiver is not online the payment will be not successful, or I'm wrong?
