Onchain fees don't depend on the amount of sats but amount of bytes. Currently, onchain fees are low with 2 sats/vB:
vB means virtual bytes (a special unit for bitcoin transactions) and they calculate with an average transaction size of 140 vB. So you'd pay currently around 280 sats which is about $0.18 to open a channel.

I'm not sure how much things have changed since this post, but opening your own channel through Alby Hub is currently charging around 20,000 sats for 1m in liquidity. Seems high, but I don't have a clear reference for these things just yet.
