For a Rebel Nomad there is a lot of very interesting data out there, which we'll often end up reading in ways that the creators never intended!
Now this is not about being a hardcore crim at all, but as a Rebel Nomad its wise to know the lay of the land. In almost all cultures almost all ordinary people want to simply be left alone to take care of themselves, their family and local community.
This is a good resource, where you can sort countries by most metrics:
Some countries disqualify right away as a good destination simply because they are brutal in arbitrary ways, like Haiti, Canada and even the collapsing USA.
So, what about the countries that are peaceful and have low incarceration rate by percent or per 100.000?
In many cases these are interesting targets, perhaps because all of government is less effective, but also often because things are lax and flexible.
Getting out of the failing West this can be hard to fathom, its my experience that even with a bit of travel behind me it still took a few years to adjust. In most cases you'll avoid almost any type of trouble by simply going along with the culture.
Its also hard to realize that you totally can have a police force that is not vindictive at all, where actual policing is the main goal, perhaps besides making an informal living, of course ;-)
Maybe you can even learn the ropes when it comes to "fixing" things, although I prefer to keep this to a minimum, it can always backfire. You might get an offer to fix things in a sensible manner, though, and at that juncture in time its really important to get things right!
Also remember that after 2020 its pretty obvious that there are globalist forces out there that literally want to enslave us all, so getting the jurisdiction right as a future thought or medical criminal can be really important.
