The city council rejects the 10% bounty (800 BTC) for environmental concerns because the excavation would release methane, asbestos etc. and it’s not sure if the hard drive can even be found.
I wonder if there have been any successful excavation missions like this in the past?

There have been a few famous successful recoveries (e.g. #554626), but none that involve landfill excavation afaik.
