• Launched in January, China’s “whitelist” initiative allows city governments to recommend residential projects to banks for speedier lending. The intent was to ensure the completion of unfinished housing projects so they could finally be delivered to buyers. All commercial housing projects are now eligible for the whitelist, Xiao Yuanqi, vice minister of the financial administration, said. The move is expected to broaden the list. It was not immediately clear how many more projects would get support. Analysts said the comment did not indicate all housing projects can be added to the white list..

• Britain's media regulator Ofcom said on Thursday it would detail what action it expected social media companies to take over illegal content on their platforms in December, saying it expected swift action or they would face consequences. Ofcom, which is responsible for implementing the government's Online Safety Bill, said the platforms would have three months to complete their own illegal harms risk assessments after the publication of its demands.

• On September 11, 1875, a Jesuit priest in Cuba made what might be the first hurricane forecast. Father Benito Viñes, director of the Meteorological Observatory of the Royal College of Belén in Havana, had recently received telegraphs about a hurricane in the eastern Caribbean Sea. Based on this information, he issued an alert to newspapers and the Havana harbormaster that the storm could hit Cuba the next day. Which it did.

• Payne died after falling from the third floor of a hotel room in Buenos Aires, Argentina, according to state police reported by ABC and CNN. Buenos Aires police told the Associated Press in a statement that Payne’s fall resulted in “extremely serious injuries.” Medics confirmed his death on the spot, the statement said.
