She may not have been there.
It states that there's no law regarding this situation. So, it actually means that an immigrant can use laptop for business purpose because the law of the states clearly doesn't deny this.
Why create a law when there's no requirement?

This would mean they would have to do paperwork. I get what you mean, you might as well let people apply for this. An easier visa process so the government can still make money instead of having to support someone that doesnt belong in the usa.
