I'm not into politics that much. I only understand that the constitution here has described these laws quite broadly. I've had a little study of other constructions but I didn't see such explanations in them.
There are positive “rights” that require someone else to do something for you.
There are negative rights that require you to refrain from doing something.
One is apportioned by the state and the other is yours because you were born.
