The focus should be on shoplifting and smash/grab.
The retailer is not the criminal.
High prices are not illegal regardless of what Kamala says.

They can. They likely are prohibited from charging more at the register but since they are charging less than the posted price I don’t think there is anything to prevent them from doing it.
