Its a really fine balance. I agree that waiters can sometimes be too pushy and "consumption pushing" is a thing.
My work colleagues are from the UK and thus we've spent a fair amount of time together in restaurants between USA and UK. ....we always joke about "the water situation".
In the US its customary to get a big glass of ice water when you sit down....whereas in the UK you have to ask for it....and when given its very meager.....its like a small cocktail glass with 5 oz of water in it.
