It's probably too early to start with the speculation, but if the rumours are true, this would pretty much look like the same deception of the Minsk II Agreements, which gave Ukraine and NATO time to regroup and rearm before provoking another escalation. Dunno, but my uneducated guess tells me that this may turn out to be a far worse solution. I just fail to see how that peace plan would settle the dispute.
