If the returner drops the ball before the endzone and the kicking team falls on it in the endzone isn't that equivalent to a dead ball? I think they would need to pick it up at the 1 and then run into the endzone trying to avoid a tackle and get tackled in the endzone.
Good question. Here's the actual verbage:
“If the try results in what would ordinarily be a safety against either team, one point is awarded to the opponent.”
I think that means you're right. The offense would have to attempt to return the recovered fumble from their own endzone and get tackled.
This still seems possible in an end of game situation where they desperately need the extra point or two-point conversion.

Would be a fun play to see.
I mostly prefer the NFL rules but I do like the one point score if you don't get out of the endzone on a missed FG or Punt. Can be exciting plays. Happens often enough in CFL because the goal posts are at the front of the endzone not the back and the endzone is 20 yards.
