It's more that there's no incentive for them to exert effort in solving problems, than that they are dramatically stupider than average.

It answered the question perfectly, only retards need a carrot to do their work, good people will take pride getting their work well done. Or maybe there is no good work to do in the government and government jobs only exists to hide unemployment

this is a good point actually, perhaps with the right incentives these people could be inspired to greatness or improvement but instead default to the low bar set by their working environment
