No, it doesn’t, which is not very intuitive (as you demonstrate).
It doesn’t work that way though because people could just self-tip from other accounts at zero cost. If we make it cost something then we can make it so that tipping more means something.
Wouldn't this actually incentivize self tipping? Whatever tax rate you choose, self-tipping will always be cheaper than boosting.

Not necessarily. The effect can either be expensive or it can be capped.
