NIH and CDC are two different organizations. For starters CDC is based in Atlanta which means the agency has too many diversity mandates and too many diverse employees.
Jay Battacharya is an excellent choice to be in charge of NIH. The agency suffered under the leadership of Francis Collins.

To me, it looks like DJT and team are making some very aggressive and intelligent appointment choices. They all look like they are fit for purpose.
