That's literally not how it works with the Ethics Committee which is where is issue lies. No one who has been nominated resigned their seats except for him and two days before the report was due to be voted on to release. Do you think all of this is just a coincidence?

Uhh they have released reports on a Member of the House after they left before and its even been done in the Senate so that's just incorrect.

It very well still might be. Ethics is meeting again on Dec. 5 and a point of privilege has been filed by Dem Members of the House to force a full House vote. Previously when they have released reports after a Member left office it was because they sought another office. Look at Democratic Rep Bill Boner - TN. The other example is Republican Rep Buz Lukens from Ohio he was caught on TV saying he was having sex with a 16-year-old though so ya know he was cooked.
Its still with the House Ethics Committee they are not destroying the file or anything associated with it.
His submission let him save face and not get publically ripped apart in a Senate hearing where he wasn't even promised that he would get the votes needed to be confirmed.

Why would he resign his seat if they could drop it after the fact anyway?

Everything isnt all or nothing it allows him to exit politics for now and let everything die down. They don't always release the reports like I mentioned earlier when a member leaves expect for when the seek higher office which is exactly what he did. Not to mention the guy is full of himself so your beating a dead horse this is easily explained.
