Is that true, they made it a policy? They didn't just not build ads into the protocol?
Far as I understand, it rather depends on the relays and clients if they choose to do it or not. And if they do, they might just become unpopular or something.

It's worth noting that the main directions development seems to be going (as far as clients) is either towards paid services or otherwise an ethical ad service.
One example of an ethical implamentation of ads I think of is Fountain. And in concept, NextBlock (it hasn't been practically developed yet).
