Yes, there is a replacement, but it's not the best.
You can shake all the ingredients with a slice of orange peel and throw it away. It takes the oil out of the peel to get the orange flavor, and the peel gives it a slight bitterness.
Finally, express some orange zest with another slice of peel over the finished cocktail.
This would work as a substitute, but is not the same. This is what I did when I ran out of orange bitters during a shift.
