They had planned to build a certain type of chip. 
But by the time that the plant was finished, TSMC had upgraded their chip. 
So they built the plant for an obsolete chip.
So it turns out that Taiwan is able to keep their monopoly and their "silicone shield".

I’m shocked by this! So USA has zero capacity to finish chips? Why even do these projects?

It was a good idea in the beginning, because what was promised was different.
But now everything has to be shipped back to make the chips work.
