Considering contractors, military personnel, government workers, NGO people and the ever present confidential human resources, welfare recipients, workers at heavily subsidized companies, it could be a huge hunk of the population, perhaps 1/2 or more.
Perhaps if they are receiving money from the taxpayers, they should not be allowed to vote! (A serious proposal)
