Oh i realise i misread your question. But no, people were not really concerned, just annoyed and ashamed. No one really thought he had the political power to do anything, as seen by his very short-lived martial law.
What do you think his plan was? How was this all supposed to play out in his mind?
I grew up somewhere with very similarly blatant and petty corruption, so I know the feeling of being embarrassed by it.

He's generally considered weak. He likely got convinced by people around him. I think he really believed he could get away with it and maybe save his wife from imprisonment. He got away with stupid stuff for a few years already. He still thinks he's a victim in all of this and shows no sign of self awareness. I don't believe he had a real political plan to help the country other than self interest. But people still can't understand what exactly went through his mind believing this had any chance at success.
